In a commencement address at Morehouse College in Atlanta, Georgia, President Barack Obama recalls Jim Crow laws and racism of the 40s and 50s. Morehouse College is a historically black college."Dr. King was just 15 years old when he enrolled here at Morehouse. He was an unknown, undersized, unassuming young freshman who lived at home with his parents. I think it’s fair to say he wasn’t the coolest kid on campus; for the suits he wore, his classmates called him ‘Tweed.’ But his education at Morehouse helped to forge the intellect, the soul force, the disciple and compassion that would transform America. It was here that he was introduced to the writings of Gandhi, and Thoreau, and the theory of civil disobedience. It was here that professors encouraged him to look past the world as it was and fight for the world as it should be," Obama will say, according to text provided by the White House.

This article first appeared in the April 10, 1989 print edition of The New American, providing seminal research that exposed the hidden agenda behind the developing European Economic Community. Not only did Mr. Jasper present crucially important information that was almost completely unknown at that time, even to generally well-informed Americans and Europeans, concerning the individuals and organizations pushing for European "integration," but he also accurately "projected the lines" — decades ahead of other analysts — presciently sounding the warning that false appeals to free market rhetoric were masking a plan for socialism and the destruction of personal liberty and national independence for the nations of Europe. With the White House and Congress now considering action on legislation for a Transatlantic Trade and Investment Partnership TTIP, to further entangle the United States with the European Union, this article from 24 years ago is more relevant than ever. — The Editor

At various points over the past two years, Internal Revenue Service officials targeted nonprofit groups that criticized the government and sought to educate Americans about the U.S. Constitution, according to documents in an audit conducted by the agency’s inspector general. The documents, obtained by The Washington Post from a congressional aide with knowledge of the findings, show that on June 29, 2011, IRS staffers held a briefing with senior agency official Lois G. Lerner in which they described giving special attention to instances where “statements in the case file criticize how the country is being run.” Lerner, who oversees tax-exempt groups for the agency, raised objections and the agency revised its criteria a week later. But six months later, the IRS applied a new political test to groups that applied for tax-exempt status as “social welfare” groups, the document says. On Jan. 15, 2012 the agency decided to target “political action type organizations involved in limiting/expanding Government, educating on the Constitution and Bill of Rights, social economic reform movement.,” according to the appendix in the IG report, which was requested by the House Oversight and Government Reform Committee and has yet to be released.

Firearm-related homicides declined 39 percent and nonfatal firearm crimes declined 69 percent from 1993 to 2011, the Justice Department’s Bureau of Justice Statistics (BJS) announced today. Firearm-related homicides dropped from 18,253 homicides in 1993 to 11,101 in 2011, and nonfatal firearm crimes dropped from 1.5 million victimizations in 1993 to 467,300 in 2011. The number of firearm homicides declined from 1993 to 1999, rose through 2006 and then declined through 2011…In 2004 (the most recent year of data available), among state prison inmates who possessed a gun at the time of the offense, fewer than two percent bought their firearm at a flea market or gun show. About 10 percent of state prison inmates said they purchased it from a retail store or pawnshop, 37 percent obtained it from family or friends, and another 40 percent obtained it from an illegal source.

On Wednesday, May 8, seven-year old Christopher Marshall was allowed to return to Driver Elementary School in Suffolk, Virginia, following a two-day suspension. Christopher’s offense: pointing a pencil at a classmate and making “bang bang” noises — behavior the other boy, a friend of his, playfully emulated.Such typical boy behavior, naturally, violated the school’s zero-tolerance policy on weapons, leading to the suspension of both second-graders.“A pencil is a weapon when it is pointed at someone in a threatening way and gun noises are made,” Suffolk Public Schools spokeswoman Bethanne Bradshaw told Portsmouth, Virginia, television station WAVY.Indeed, just about anything can qualify as a weapon under Suffolk’s policy, which “also bans drawing a picture of a gun and pointing a finger in a threatening manner,” according to the Associated Press. The policy has been in place for decades, but it has been enforced more stringently in recent years because of school shootings across the country, Bradshaw told WAVY.“Some children would consider it threatening, who are scared about shootings in schools or shootings in the community,” she explained. “Kids don’t think about ‘Cowboys and Indians’ anymore, they think about drive-by shootings and murders and everything they see on television news every day.”

The US Senate on Monday passed a bill aimed at ending tax-free shopping on the internet but the move looks set to face fierce opposition before it becomes law.The Marketplace Fairness Act, which has cross-party supporter and the backing of powerful retailers, would give states the power to require retailers with sales over $1m to collect state and local sales taxes for online purchases. The bill has the support of president Barack Obama the majority of senators including Republican John McCain but Marco Rubio, seen a potential Republican presidential hopeful, and Rand Paul both voted against the bill. The bill passed the Senate by 70 votes to 24 but faces a second test in the House of Representatives where internet retailers and conservatives are already lobbying against the tax. House leaders have yet to schedule hearings or votes on their version of the measure. The legislation would overturn a 1992 supreme court ruling that said a state could not force a retailer to collect sales tax unless the retailer had a physical presence in the state

KABUL, Afghanistan — The C.I.A.’s station chief here met with President Hamid Karzai on Saturday, and the Afghan leader said he had been assured that the agency would continue dropping off stacks of cash at his office despite a storm of criticism that has erupted since the payments were disclosed.Related in Opinion Opinion: Where’s My Ghost Money? May 5, 2013World Twitter Logo.Connect With Us on TwitterFollow @nytimesworld for international breaking news and headlines.Twitter List: Reporters and EditorsThe C.I.A. money, Mr. Karzai told reporters, was “an easy source of petty cash,” and some of it was used to pay off members of the political elite, a group dominated by warlords. The use of the C.I.A. cash for payoffs has prompted criticism from many Afghans and some American and European officials, who complain that the agency, in its quest to maintain access and influence at the presidential palace, financed what is essentially a presidential slush fund. The practice, the officials say, effectively undercut a pillar of the American war strategy: the building of a clean and credible Afghan government to wean popular support from the Taliban.
